    Building on insights from the keynote, this panel brings together leading semiconductor industry figures and policymakers from the UK and Europe to join Colley Hwang in a discussion on the evolving global semiconductor landscape. The conversation will explore how regions such as Taiwan, the EU, and the UK are repositioning themselves amid major supply chain shifts, increased geopolitical competition, and strategic national investments.

    Panelists will offer diverse perspectives on regional strengths, emerging alliances, and the future role ofglobal collaboration in ensuring supply chain resilience and technological leadership.

    Colley Hwang

    Founder & President | DIGITIMES

    Colley Hwang, the founder and Chairman of DIGITIMES Inc., a leading provider of tech industry insights since 1998. He also serves as Director of the Monte Jade Science and Technology Association and Adjunct Professor at National Chiao Tung University.

    His career began at MIC/III, where he focused on Taiwan-South Korea competition, leading key projects like the Hsinchu Science Park. As CEO of DIGITIMES, he established Taiwan’s premier tech news platform. A respected speaker at global tech events, he has consulted for top firms including TSMC, Samsung, and Micron, shaping strategies for Taiwan’s ICT development.

    Tim Kay

    Deputy Chief Scientific Adviser | Department for Business and Trade

    Tim is Deputy Chief Scientific Advisor in the Department for Business and Trade.

    He joined the Department for International Trade in November 2020 and held various roles, most recently as Director. He led the trade and investment teams covering AI, quantum technologies, telecoms, and life sciences.

    In May 2024, he became Deputy Chief Scientific Advisor to provide additional support to the Department's growth ambitions through science, technology, R&D, and innovation.

    Before the Civil Service, Tim spent two decades at KPMG, advising technology clients and leading major projects in the UK and across the globe.

    He is a Chartered Accountant and an alumnus of the University of Nottingham.

    Dr Jalal Bagherli CBE

    Co-Chair UK Semiconductor Policy Advisory Panel

    Dr. Bagherli was Dialog Semiconductor Plc’s CEO for 16 years. He led the company’s growth in mixed-signal power management for mobile and IoT devices, achieving $1.4bn in annual sales and culminating in its $5.8bn acquisition by Renesas in 2021.

    Before that, he built a successful career in semiconductor product and business development with TI, Sony and Alphamosaic. In August 2023, he was elected Co-Chair of the UK Government Semiconductor Policy Advisory Panel. Dr Bagherli currently chairs the board of directors for PTSL ltd and Nanoco Group Plc in the UK and is an observer on the board of Salience Labs.

    Sue Daley

    Director, Technology & Innovation | techUK

    Sue leads techUK's Technology and Innovation work. This includes work programmes on cloud, data protection, data analytics, AI, digital ethics, Digital Identity and Internet of Things as well as emerging and transformative technologies and innovation policy.

    In 2025, Sue was honoured with an Order of the British Empire (OBE) for services to the Technology Industry in the New Year Honours List. She has been recognised as one of the most influential people in UK tech by Computer Weekly's UKtech50 Longlist and in 2021 was inducted into the Computer Weekly Most Influential Women in UK Tech Hall of Fame.

    José Marino García

    Executive Director of Capitalization | SETT (Spanish Society for Technological Transformation)

    José Marino García is currently the Director for Capitalization at the Spanish Society for Technological Transformation.

    Previously, he served as Head of the Strategic Projects Unit and Senior Advisor at the Office of Economic Affairs and G20 of the Presidency of the Government. He also held the position of Chief Case Handler at the Spanish Competition Authority and various senior roles as Head of unit and advisor at the Ministry of Economic Affairs and Digital Transformation.

    José holds a Master of Science in Telecommunications Engineering, a Master of Public Administration from Columbia University, and a Ph.D. in Economics from Complutense University. He has authored several articles on digital policies and regulations.

    Martin Partl

    Director of UK and Ireland Operations | CzechInvest

    As the Director for UK and Ireland Operations at CzechInvest – Investment and Business Development agency of the Czech Republic, Martin attracts FDI and supports startup ecosystem and key stakeholders.

    Previously, his role included Business Development Director, where he managed the network of 7 CzechInvest´s offices worldwide (USA, Asia, Europe) and created a marketing and project development strategy for attracting FDI to the country. Martin was also the Director of D-A-CH Region Operations (German speaking countries) at CzechInvest´s office in Düsseldorf, Germany.

    Martin works in the field of FDI for more than 18 years and changed several positions within the CzechInvest agency. He speaks English and German.
